Puducherry Climate Change Cell (PCCC)

Puducherry, a coastal Union Territory, is uniquely positioned along India’s eastern coastline, making it highly vulnerable to climate change. With four small coastal enclaves—Puducherry, Karaikal, Mahe, and Yanam—the region faces increasing threats from rising sea levels, intensifying tropical cyclones, and unpredictable weather patterns.

In recent years, the Union Territory has witnessed a surge in extreme climate events, leading to economic setbacks and loss of lives. Scientific projections indicate a future marked by warmer temperatures, erratic rainfall patterns, and more frequent extreme weather events. These changes pose significant risks to climate-sensitive sectors like agriculture and tourism, directly impacting livelihoods and economic growth.

Puducherry Climate Change Cell (PCCC)

Recognizing these pressing challenges, the Puducherry Climate Change Cell (PCCC) was established in September 2016 under the Department of Science, Technology, and Environment (DST&E), Government of Puducherry. The Cell plays a pivotal role in coordinating climate action, policy implementation, and capacity building across the Union Territory.

Supported by the Department of Science and Technology (DST), Government of India, under the National Mission for Strategic Knowledge on Climate Change (NMSKCC), PCCC is dedicated to:


✅ Implementing the State Action Plan on Climate Change (SAPCC) to align with India’s National Action Plan on Climate Change (NAPCC).



✅ Enhancing climate knowledge by conducting research, monitoring climate trends, and facilitating access to critical data.



✅ Developing adaptive strategies to mitigate risks and protect vulnerable communities from climate-induced challenges.



✅ Collaborating with key stakeholders, including government departments, research institutions, and the private sector, to drive effective climate policies.

Puducherry: A Leader in Climate Action

Puducherry was among the first Union Territories in India to formulate its State Action Plan on Climate Change (SAPCC), demonstrating a proactive commitment to tackling climate challenges. Through continuous research, policy interventions, and community engagement, PCCC strives to create a climate-resilient and sustainable Puducherry.
