Steering Committee: Guiding Puducherry’s Climate Resilience Strategy

Governance & Institutional Framework

To effectively address climate change and implement sustainable solutions, the Government of Puducherry has established a robust governance and institutional framework. At the core of this effort is the Steering Committee, a high-level decision-making body that ensures policy coordination, interdepartmental collaboration, and strategic implementation of climate adaptation and mitigation measures.

🌍 The Role of the Steering Committee

✔️ Leadership & Oversight – Chaired by the Chief Secretary, with Secretaries of key departments as members, the committee provides strategic direction and supervises climate action efforts.

✔️ Cross-Sectoral Collaboration – Involves 19 government departments and 5 autonomous bodies, ensuring a multi-sectoral approach to climate change planning.

✔️ Implementation & Monitoring – Facilitates the execution of the Climate Change Action Plan (CCAP) and ensures alignment with national and global climate goals.

Steering Committee Composition
The State Steering Committee (SSC) is chaired by the Chief Secretary, Government of Puducherry and includes Secretaries from key departments as members. This committee provides policy direction and coordination for the State Action Plan on Climate Change (SAPCC).

The Climate Change Cell: A Centralized Hub for Action

To support the State Steering Committee, the Department of Science, Technology & Environment (DSTE) has established the Puducherry Climate Change Cell (PCCC). This Cell serves as the single-window authority for climate-related policies, project execution, and engagement with stakeholders.

📌 Key Functions of the Climate Change Cell
✅ Acts as the nodal agency for Climate Change Action Plan (CCAP) preparation and execution.

✅ Facilitates collaboration between government departments, research institutions, and funding agencies.

✅ Provides scientific data, research insights, and policy recommendations for climate resilience.

✅ Strengthens interdepartmental coordination to ensure the smooth implementation of climate initiatives.

✅ Works closely with the Government of India and external funding agencies to drive climate projects in Puducherry.
